Terms of service
The rules for using CETA, written in plain language.
Last updated: 05 Oct 2026
About these terms
These terms govern your use of the CETA hospitality staffing platform and this website. By creating an account or using the service, you agree to them. If you do not agree, do not use the service.
What CETA is
CETA is a staffing agency for the hospitality sector in Rwanda. Employers submit staffing orders, CETA verifies workers and builds rosters, and workers receive offers. CETA is not a marketplace: workers do not browse or apply for shifts, and employers do not hire workers directly from a list. Placement decisions are made by CETA.
Accounts and roles
You need an account to use a portal. Each account has one role, worker, employer, or admin, and may only be used for that role. You must give accurate information and keep your login details secure. You are responsible for activity carried out under your account.
Workers
To receive offers, you must verify your phone number, pay the one-time registration fee, and complete your profile for CETA review. Verification is at CETA discretion and may be refused, or later suspended. You must keep your identity details and documents accurate and current.
Employers
You must provide accurate business details and locations, and submit staffing orders that describe a genuine need. CETA reviews every order and may decline one. You agree to run shifts as described and to approve hours honestly.
Fees and payment
The worker registration fee is 5,000 RWF, paid once through the payment provider shown in the portal. Employer charges are calculated from approved hours multiplied by the order hourly rate, plus a 10 percent platform fee. CETA issues an invoice and collects off-platform by bank transfer or mobile money. The platform records the invoice as issued, and then as paid or void. All amounts are in Rwandan francs (RWF).
Acceptable use
Do not misuse the service. This includes impersonating another person, submitting false documents, harassing other users, attempting to bypass verification or access controls, scraping the service, or using it for anything unlawful.
Suspension and termination
CETA may suspend or close an account that breaches these terms, fails verification, or creates risk for other users. You may stop using the service at any time. Some records may be kept as described in the Privacy Policy.
Availability and changes
CETA may change, pause, or withdraw parts of the service. We aim to give notice of material changes to these terms and will show the date they were last updated.
Disclaimers and liability
The service is provided as it is. CETA is responsible for the placement decisions it makes as an agency, but cannot guarantee that a shift will be filled or that a worker will attend. To the extent permitted by law, CETA is not liable for indirect losses. Nothing in these terms limits rights you have under Rwandan law.
Governing law
These terms are governed by the laws of Rwanda, and disputes are subject to the courts of Rwanda.
